Nigeria Eyes Large-Scale Housing Delivery Through Public-Private Partnerships

ABUJA - Nigeria is set to accelerate large-scale housing delivery through public-private partnerships as the Federal Ministry of Housing and Urban Development, in collaboration with Shelter Advisory Services Limited, convenes the second Renewed Hope Housing PPP Summit in April 2026 at Abuja's Yar'Adua Centre. The summit, themed: "From Policy to Projects: Financing and Delivering Housing at Scale through PPPs," will serve as a strategic platform for policy makers, legislators, developers, institutional investors, and development partners to align housing policies with actionable, bankable projects. It aims to create practical pathways for scaling housing delivery across Nigeria through structured collaboration between government and the private sector. "Our goal is to move the housing sector from policy discussions to actual delivery on the ground," said Arc. Ahmed Musa Dangiwa, Minister of Housing and Urban Development. "By leveraging Public-Private Partnerships, we can mobilize long-term finance and combine public infrastructure with private sector expertise to meet Nigeria's urgent housing needs." Participants will take part in hands-on discussions on structuring, financing, and executing viable housing PPPs, with special focus on project pipelines, innovative financing instruments, risk-allocation frameworks, and delivery models that can be replicated across the country. The summit is designed to move the housing sector from concept to execution, ensuring that policy translates into tangible projects on the ground. Vice President Kashim Shettima, who is expected as Special Guest, emphasized the importance of collaboration, saying, "Housing is a critical driver of economic growth. This summit provides a platform for government and the private sector to work together to deliver affordable, sustainable housing for Nigerians." Other high-profile speakers include Nyesom Wike, Minister of the Federal Capital Territory and host of the summit, Wale Edun, Minister of Finance, Senator Aminu Waziri Tambuwal, Chairman of the Senate Committee on Housing, and Abdulmumin Jibrin, Chairman of the House Committee on Housing. International property expert Ms. Elena Panaritis, Founder of Thought4Action, will deliver the keynote address, sharing global insights on property rights reform and PPP-driven housing development. The one-day summit will also feature a practical training workshop titled "Leveraging PPPs & Joint Ventures for Housing Development," targeted at heads of housing agencies, private mortgage institutions, and developers. Additional highlights include closed-door executive sessions, one-on-one strategic coaching, and interactive engagements with the Minister and Permanent Secretary of Housing and Urban Development.
