Enugu Works Commissioner mandates strict compliance with professional practicing licences in procurement process - The Sun Nigeria

The Enugu State Commissioner for Works and Infrastructure, Engr. Ben Osy Okoh, has directed all bidders who responded to their recent Expression of Interest (EOI) must ensure that their key technical personnel possess valid and current practising licences issued by their relevant professional regulatory bodies. A release by the Public Relations Officer, Ministry of Works and Infrastructure, Enugu State, Ngozi MaryAnn Ngene said the commissioner emphasised that only professionals with active and verifiable licences -- including those regulated by the Council for the Regulation of Engineering in Nigeria (COREN) and other recognised statutory professional councils -- will be recognised for participation in the execution and supervision of projects under the Ministry. Engr. Okoh further mandated that all nominated engineers and technical officers must sign formal undertakings committing to full compliance with the Bill of Engineering Measurement and Evaluation, approved standards, and contractual specifications. They are also required to accept professional responsibility for proper supervision, implementation, and execution of projects in strict adherence to established engineering and construction standards. Speaking during the bid opening session of the ongoing procurement exercise, the Commissioner reiterated that the process must be anchored on professionalism, integrity, and strict regulatory compliance. He stressed that the requirement for relevant professional practising licences is non-negotiable and forms a fundamental condition for participation. He further stated that the exercise will remain transparent, competitive, and fully aligned with the provisions of the Enugu State Public Procurement Act. According to him, no bidder will receive preferential treatment, as evaluation will be conducted strictly on merit, technical competence, and demonstrable capacity to deliver quality and durable infrastructure for the people of Enugu State in line with the vision of the Governor, Dr Peter Ndubisi Mbah. The Commissioner noted that this directive forms part of ongoing reforms aimed at strengthening quality assurance, accountability, and professional integrity in the delivery of infrastructure projects across Enugu State. In a related development, the Permanent Secretary of the Ministry, Engr. Anyaora Okereke, who also serves as Chairman of the Ministerial Tenders Board, reaffirmed the Ministry's commitment to due process and transparency. He noted that the bid opening forms part of the statutory procurement framework backed by the Enugu State Public Procurement Act, which provides a competitive and transparent platform for the selection of qualified companies with proven technical capacity to support the State's infrastructure development agenda. One of the bidders in the ongoing procurement exercise, Engr. Yakubu, commended the Enugu State Government for conducting a transparent and professionally managed process. He praised the adherence to due process and the opportunity provided to firms to demonstrate their expertise in support of infrastructure development. He encouraged fellow bidders to remain committed as the exercise progresses, noting that participation reflects confidence in the State's governance and development drive. He further reaffirmed his readiness to contribute meaningfully towards the realisation of the vision of His Excellency, Dr Peter Ndubuisi Mbah, and the continued transformation of Enugu State.
